Berkemeier informs Roosevelt the orphanage is a German Lutheran institution, “American in its spirit”, and the celebration, previously attended and enjoyed by Governor Charles Evans Hughes, will be attended by many German Lutherans

Theodore Roosevelt hopes the enclosed suits W. Robert Foran. He is disappointed that William F. S. Edwards was not appointed Lieutenant Governor of Uganda. Roosevelt feels that Edward L. Sanderson and his wife, Helen M. Sanderson, will do better with a school in England than Nairobi. Kermit Roosevelt had two successful hunts.

Theodore Roosevelt thanks Edward Hulse for his letter and states he is in favor of any government that addresses the needs of unfortunate people who live in the mountains of the South. Roosevelt is aware of the “great strides” by Miss Berry’s school in Georgia in training boys from the mountains and hopes similar programs will be carried on where the same problem exists in other states.

Theodore Roosevelt has realized the impossibility of speaking at any given school, no matter how good it is, and despite the “heart-break and anger” it produces. Roosevelt would love to stop into Margaret P. Pascals’s school to give “literally two words of greeting” but not on a set date and so long as it is understood that he will be able to stay for only 5 minutes and that no newspaper reporters know that he has visited.

Roosevelt thinks it is bad to let the impression go out that he is afraid to speak his mind on the matter. Roosevelt would like a public record made that this part of his speech was delivered and applauded.

President Roosevelt sends California Governor Gillett a copy of the memorandum by Secretary of State Elihu Root concerning alien real property legislation in California. Roosevelt notes that the United States Government has no objection to California passing laws regarding aliens’ ability to own real property as long as the laws follow Root’s suggestions. However, the federal government would object to passing the proposed school legislation and proposed legislation forcing Japanese to live in separate residential quarters.
