In Attorney General Knox’s opinion, government employees should not serve as officers or members of international committees which require them to cooperate in an effort to further or defeat any legislation before Congress. Knox concludes that such membership violates President Roosevelt’s executive order of January 31.

Commissioner Foulke relates a conversation with Representative Hopkins, the Chairman of the Census Committee.  Hopkins is concerned about an amendment introduced by Representative Hay that classifies all of the present Census staff.  Hopkins does not want Congress to take any action that would conflict with President Roosevelt and asked if Roosevelt would veto the amended bill.

Letter from Eugene Tyler Chamberlain to Theodore Roosevelt

Eugene Tyler Chamberlain, the Commissioner of Navigation, believes that the Philippine bill before the Senate is discriminatory and not in accord with the Peace Commission at Paris. The bill imposes a tax on foreign vessels conducting inter-island trade, but excludes American and Spanish vessels. Commissioner Chamberlain believes that this is an opportunity to display “friendliness” toward Germany by giving them similar privileges.
