Acting Attorney General Robb has reexamined all the papers about the existence of a tire trust that had been submitted by Edward S. Munford and the doubt which he entertained in their discussion has not been removed by reexamining the papers. The parties are acting under a patent, which, although it has been declared invalid by Judge Horace H. Lurton, complicates the matter.

Edward G. Uihlein tells Duncan B. Harrison that he enthusiastically supports President Roosevelt’s reelection and that he has been advocating for Roosevelt at a number of associations. Uihlein also asks Harrison to alert the president to the concerns raised by the second attempt to pass the Hepburn bill in the House.

Secretary of War Taft responds to Paul Morton’s inquiry about the construction of railroads in the Philippines. Taft explains that the bill that has passed the House does not presume the government will build the railroads. Rather, private persons or corporations will be guaranteed a certain return, to encourage their investment.

George Kennan writes to President Roosevelt concerning the Red Lake Reservation Land Bill. Kennan questions whether the ambiguity of the bill is intentional. He says that the “Rosebud” bill is unfair to American Indians because it intentionally undervalues their land so that it can be bought and resold at a higher price.

Horace White asks President Roosevelt to notify Senator Eugene Hale of an omission in the Diplomatic and Consular Bill of appropriation for the third secretary at Rome. White has been working on a diplomatic appointment for William Blumenthal for some time, and this place would be appropriate for Blumenthal to fill. White asks Roosevelt to speak with Hale on the matter.

Treasury Secretary Shaw discusses several bills and legislative acts pertaining to financial matters, especially bonds and public revenues. In particular, Shaw believes that a bill detailing securities for government bonds needs to be amended and the role of the secretary in providing security for them needs to be clarified. Shaw also discusses legislation about customs receipts and the charging of interest on customs and internal revenue receipts.

Rollo Ogden forwards to President Roosevelt a letter from A. C. Cleveland regarding questions Ogden posed about the enforcement of electoral laws in the South. Ogden urges Roosevelt to press this issue as it would weaken the Democratic Party, and he urges that Roosevelt should publicly condemn lynching.

Attorney General Philander C. Knox reports that the bill he prepared at the request of John James Jenkins has gone to the House. Knox does not believe the President should continue to consider the man he mentioned for the judgeship, probably referring to an opening on the United States Supreme Court. The justice Knox consulted now strongly inclines to the Canton man.
