Remarks of the President before the Convention of the Brotherhood of Locomotive Firemen

President Roosevelt thanks those assembled at the executive session of the convention but says he will reserve most of his remarks for the open session. He notes that when he was governor of New York, he had to deal with a lot of professional and trade associations, but he only felt he was truly able to meet the requests of the railroad workers as they had a natural common sense. Roosevelt expresses his great satisfaction with his appointment of former Brotherhood of Locomotive Firemen head Frank P. Sargent to the position of Commissioner General of Immigration.

Governor Roosevelt informs Frederick William Holls that the Scenic Society, most likely referring to the American Scenic and Historic Preservation Society, is attacking him for the appointments he made to the Palisades Interstate Park Commission. The society wanted to him to appoint A. H. Green, whom Roosevelt believes incompetent, and Joseph Lamb and Devoe. He would like Holls to write a letter to different newspapers noting the qualifications of each member Roosevelt appointed to the commission.

Newly appointed Governor of Hawaii, George Robert Carter, discusses Hawaii’s current administration. Carter hopes for President Roosevelt’s support in removing Treasurer Kepoikai from office due to his egregious mistakes during Governor Doles’s term. Carter writes that Kepoikai, an attorney at law with hopes to succeed Judge Kalua as the Federal Circuit Judge for the District of Maui, agreed to leave office but now denies such an agreement.

As directed by President Roosevelt, in accord with a recommendation by Holmes Conrad and Charles J. Bonaparte following a recent government investigation, Secretary of the Treasury Shaw lists the names of appointees from the Department of the Treasury to a special commission. The commission’s duty will be to develop a plan to protect the work of the comptroller and auditors from political influence and from enmity incurred in the course of such work. The appointees include Charles Hallam Keep, W. H. Hills, and Milton E. Ailes.
