L’Ambassadeur de France au Etats-Unis a Monsieur le Ministre des Affaires Etrengeres, Paris

French Ambassador Jusserand informs Foreign Minister Delcassé, also of France, of a conversation between President Theodore Roosevelt and Hermann Speck von Sternburg, Germany’s ambassador to the United States. On behalf of Emperor Wilhelm II, Sternburg approached Roosevelt about a conference on Morocco. Roosevelt shared the conversation in confidence and asked for Jusserand’s input prior to responding. Jusserand assured Roosevelt that France would decline such a proposal and that all of the major powers would do the same. Roosevelt responded that given France’s views on the matter, the United States would also abstain if such a meeting was formally proposed.

William II has written to advise Emperor Nicholas II to open peace negotiations with Japan and to get a message to President Roosevelt for assistance.

George Kennan objects to the language in a California resolution that denies naturalization to Japanese immigrants based on their “disposition and characteristics,” which the resolution says make them “a wholly undesirable and unsatisfactory” addition to the country. It is an insult to Japan that this language excludes their people, while the United States continues to admit “the lowest, most ignorant, most degraded classes from southeastern Europe” and allows them to become citizens. Kennan intends to write about this subject in The Outlook.

Cecil Spring Rice updates Edith Kermit Carow Roosevelt on the declining political and social situation in Russia. Although revolution seems to be in the air, Czar Nicholas seems impervious to demands for reform and determined to maintain the autocracy. Crowds are being shot down in the streets, including women and children; trains are being robbed of munitions; and a complete breakdown of order appears imminent. Spring Rice also describes Great Britain’s stance toward Russia, Japan, and America, particularly King Edward VII’s admiration for President Roosevelt.

Letter from Victor Howard Metcalf to John Hay

Secretary of Commerce and Labor Metcalf has received correspondence detailing the plan of the British government to send a gunboat to patrol the waters surrounding the Commander Islands in an attempt to reduce fur seal poaching in that area. Metcalf recommends that the United States government also send a gunboat “for the purpose of seizing and arresting any American vessels that may be found sealing in such waters.”
