This document contains the text of the preamble and fifteen articles of the Anglo-American Arbitration Treaty, also known as the Olney-Pauncefote Treaty, which was ultimately rejected by the U.S. Senate and therefore never went into effect. The treaty states that the governments of the United States and Great Britain agree to submit to arbitration in all matters of difference between them that cannot be negotiated diplomatically. Secretary of State Seward recounts to the United States Minister to Colombia, Allan A. Burton, the details of an incident in Panama regarding the burial of the United States Consul Alexander McKee. Embarkation of U.S. naval troops for the funeral without prior permission by the president of the state of Panama raised questions of the rights of the U.S. in the region.
