Secretary of the Navy Metcalf informs President Roosevelt that the torpedo boat destroyers recently ordered by the Navy are not as fast as some foreign vessels, but that speed was sacrificed for other qualities deemed more important. The Board on Construction emphasized the importance of seaworthiness, sea endurance, coal efficiency, and ability to maintain speed. Metcalf warns that the high trial-trip speeds reported by other vessels are usually achieved at the expense of other vital qualities.

General Kageaki Kawamura’s forces are moving on Kirin as an objective. The Russian fleet has been spotted off the Batan Islands, and the British fleet has also increased in eastern waters.

Appendix to Memorandum for The President on “Battleships in the Russo-Japanese War”

Contrary to the opinions of some observers, the course of battles in the Russo-Japanese War has not shown battleships to be obsolete. While battleships can be vulnerable to torpedo boats, this is already known, and the effectiveness of torpedo boats in the course of the war is likely to be less than was initially anticipated. Nevertheless, both types of vessels are important in the makeup of a navy. A substantial quotation from an article by Captain A. T. Mahan outlines the principles that must be considered when thinking about what sorts of ships a navy consists of.

President Roosevelt or Congress should consider overhauling the entire Navy Department, as inattention to speed has been a constant problem and the American people deserve better ships.
