White mentions interactions with Joseph Hodges Choate and Lord Lansdowne, who spoke of Durand’s appointment as Ambassador following former British Ambassador Michael Henry Herbert’s recent death. White congratulates Roosevelt on the Hay-Herrán Treaty, actions regarding the Alaska Boundary dispute, and for his written appeal for the New York Avenue Presbyterian Church Centennial declaration.

Secretary of State Hay sends President Roosevelt a typed extract from a letter written by First Secretary of the London Embassy, Henry White. Hay also sends comments made by Joseph Hodges Choate regarding negotiations to reconcile the Alaskan border dispute between Canada, the United States, and Russia. Choate and White praise work done by United States Commissioners Henry Cabot Lodge, George Turner, and Elihu Root, and the conduct of Lord Alverstone.

Lodge provides on update on the proceedings of the Alaska Boundary Tribunal and believes that Lord Alverstone will generally settle in favor of the United States. He requests that Roosevelt cable if he does not approve of any aspect of their course of action.

Henry White spoke with Prime Minister Arthur James Balfour and Balfour expects his new cabinet to be excellent. White encloses Balfour’s famous Economic Notes on Insular Free Trade. The Alaska Tribunal is going well and a satisfactory decision appears to be on the way. Even Senator Lodge, who was previously doubtful of a decision, is hopeful. White and Ambassador Joseph Hodges Choate have provided letters of introduction to General Ian Hamilton, Baron Ribblesdale, and John Poynder. Original and typewritten copy.

Senator Lodge has been meeting with British leaders before the beginning of the Alaskan Boundary Tribunal and they are in favor of a quick, amicable settlement. The Canadians will be more difficult and the British fear offending their sensibilities. Lodge believes the American case is strong and that the tribunal could conclude by the end of October. He has been pleased with President Roosevelt’s high standing in the United Kingdom.

General Wood is glad that the Anthracite Coal Strike has ended. He is currently in Great Britain and is having a delightful time. Wood met King Edward VII and will be traveling to Scotland with Ambassador Choate. He sails for home on November 1.
