He points out that Theodore Roosevelt’s speech in Hartford, Connecticut, addresses a question that has not previously been covered by the party platform or Roosevelt’s other speeches – that of the regulation of securities offered to the general public. Roosevelt supports a national “Blue Sky Law” similar to the one enacted in Kansas.
