New York Republican State Committee Chairman Woodruff counters William Loeb’s suggestion that John A. Merritt visit President Roosevelt in mid-October, stating that it will be too late for Merritt and James Wolcott Wadsworth to influence political matters this fall in order to strengthen their position in the spring when the National Convention delegates are elected. Their success would ensure the elected delegates support Roosevelt. Woodruff believes Roosevelt and Loeb should meet Merritt and especially Wadsworth, as he is an independent man of means who can aid the cause.

Roosevelt’s goodwill towards Japan intrigues O’Laughlin, and he requests Loeb give him information on the Atlantic Fleet’s movements. On his way to Maine, O’Laughlin plans to stop in New York City and wants Loeb to show him around.

However, he strongly opposes the appointment of Charles E. Thomas as it fulfills the “private purposes of a political candidate,” that candidate being Representative Joseph R. Knowland.

Acting Secretary of State Adee forwards William Loeb a message from Lientent Commander James H. Glennon from Acajutla, El Salvador, that the American armed steamer President will be transferred to El Salvador. Additionally, President Fernando Figueroa of El Salvador greatly desires American intervention. Adee suggests that while material aid is impracticable, a moral intervention would achieve the same goal.
