Edward A. Moseley, secretary for the Interstate Commerce Commission, submitted the accounts and vouchers of the ICC which were approved. Robert J. Tracewell, Comptroller of the Treasury, then opened the accounts and claimed that some were invalid because they lacked the proper vouchers. Moseley believes Tracewell’s demands are “unreasonable and impractical.” The majority of the pages consist of Exhibits A and B for the case.

Secretary of the Interstate Commerce Commission Moseley informs Attorney General William H. Moody that Judge Horace A. Lurton has, with one exception, decided against the government in every case under the interstate commerce law. Lurton was involved with the Geddes case, along with Judges Henry Franklin Severens and John K. Richards.
