Charles E. Hunter is sorry to bother Theodore Roosevelt again with this “Phillips episode,” but he has spoken to Phillips directly and is at a loss at how to proceed with this situation. Hunter’s position is that Phillips should publish a retraction of his earlier statements and may need to experience a complete “drubbing” to rectify this matter.
