Memorandum regarding message from Thomas Ryan

This memorandum acknowledges the direction of Acting Secretary of the Interior Thomas Ryan instructing the office to withdraw all public lands on a list enclosed at the time. This has been done at the national level, as well as local, and local officers are not to accept any coal cash entries based on declaratory statements that happened before the telegram.
