He encloses a letter for Garfield to forward to Ryan. The president also notes that the Sidwell Friends School in Washington, D.C., has been a good fit for Archibald B. Roosevelt and believes Garfield’s son, James Abram Garfield, would do well too.

Secretary of the Interior Garfield informs President Roosevelt that Assistant Secretary of the Interior Thomas Ryan has resigned, and he will be replaced by Frank Pierce, a Williams College man. While Garfield is sad to see Ryan go, he needs a man “who can do hard work this winter.” Garfield also asks Roosevelt about the Friends School in Washington because he is thinking of sending his son James Abram Garfield there.

A digest of an attached detail clarifies that Acting Secretary Thomas Ryan’s memorandum was sent in mistake. The memorandum incorrectly reported President Roosevelt’s determination at the conference on October 5 regarding forest reserve lands. If Roosevelt approved the memorandum without noticing the error, Ryan is directly responsible.

Several men in the land office in Idaho may have acted against official conduct, and may be removed from office. Roosevelt asks if they should wait to discuss the issue with the land office upon returning to Washington D. C.

President Roosevelt sends Secretary of the Interior Hitchcock copies of the text of several letters concerning grants of land and oil and gas leases held by Richard C. Adams. He tells Hitchcock that it would be unfair to deprive Adams of privileges he had been assured of by one of these earlier letters, allowing him to lease 9600 acres rather than the usual 4800 acres, and therefore directs that newly amended regulations not apply to Adams’s leases.

Secretary of the Interior Hitchcock assumes responsibility for publishing the Higgins correspondence as a pamphlet and will conform to President Roosevelt’s wishes in the future. Hitchcock is not surprised that Roosevelt has heard complaints about the investigations in the Indian Territory; “‘Weary Willie’ grafters” are prone to making charges “against those uncovering their scoundrelism.” However, he thinks that the final reports will prove these investigations were warranted.

Mitchell relays some details of a contract that Coe is interested in with the government, and would like to assist him if at all possible, and asks Cortelyou to speak with Secretary of the Interior Ethan Allen Hitchcock or President Roosevelt on the matter.
