United States Minister Plenipotentiary to Costa Rica, Nicaragua, and El Salvador Merry reports to Secretary of State Root that efforts to promote peace have been fruitless, and that the commanding officer of El Salvadorian troops has forced a fight on Guatemalan territory. A declaration of war has not yet been made.
