President Roosevelt informs Secretary of State Root that the papers related to the extradition of Jan Janov Pouren were sent from the White House on October third, and were marked as received by the State Department on the same day. They were not sent to the Index Bureau until the fifth.

President Roosevelt encloses affidavits proving that Jan Janov Pouren was a revolutionist in Russia and that the crimes he has been accused of are therefore political crimes. As such, the treaty prevents his extradition.
