The reliably (to the point of a daily drumbeat) anti-Roosevelt Woman’s National Daily newspaper and its cartoonist N. Eingen often made ad hominem attacks on President Roosevelt and his Administration. There was a history of friction, including federal investigations into its publisher’s activities in banking and post privileges.

This cartoon might have been one a category of opposition drawings by cartoonists through the years, trafficking on the common theme that Roosevelt was dictatorial, even megalomaniacal. When Roosevelt was not depicted by critical cartoonists with Rough Rider uniform wielding his Big Stick, he often was portrayed as Napoleon.

After his defeat as a Progressive Part candidate he was drawn as Napoleon, with the question asked, was he on Elba or St. Helena?

If there was a specific context of this cartoon, it would be told by an accompanying editorial, if there was one. It appeared the month after Roosevelt’s Secretary of the navy Charles J. Bonaparte –a grand-nephew of the legendary French leader — took his new office as Attorney General. Bonaparte was a close friend and member of Roosevelt’s “Tennis Cabinet.”
