Acting Secretary of State Adee asks Benjamin F. Barnes to show President Roosevelt the enclosed instruction. After consulting with Secretary of State Elihu Root, Adee decided to make the inquiry about Denmark a separate instruction. Root will explain why the mention of Greenland is deferred.
