President Roosevelt provides a strict reprimand to Governor Frear of Hawaii, saying that it is against the law for Frear to negotiate with representatives of foreign governments, and that his attitude on the matter is against the policy and purpose of the administration. Roosevelt says a letter on the matter will follow.
