President Roosevelt tells Justice Clarke the enclosed letter explains itself. Roosevelt does not believe Dr. Hayes understands the situation. As an example, Chief of the U.S. Forest Service Gifford Pinchot advocated for the forest reservation. Roosevelt hopes Carter is trying his best to do what is right.
