Theodore Roosevelt asks Ethan Allen Hitchcock to allow Frank Mead to use a financial clerk during his work in the southwest and to direct the Indian agents to report to Mead as general supervisor on the condition of the tribes. These reports will include the condition of the tribes and “their proposed industrial plans.”
