Richard J. Dowdall reminds Theodore Roosevelt that he and his wife, Mary Agnes Bolster Dowdall, had the pleasure of visiting Roosevelt at the White House. Dowdall explains the work he has been doing since they met and asks Roosevelt for help securing a position with more income.

President Roosevelt explains his opinion to Lyman Abbott on several points on which they disagree. First, Roosevelt would interfere on behalf of the Armenians if they were willing to fight. Second, he is currently trying to form an agreement with Japan that would prohibit laborers from each country immigrating to the other. However, he feels that all the Japanese already in the country should be given “the franchise and school facilities,” and treated as well as possible. Third, he is “not well acquainted with the situation in Utah,” but thinks Mormons should be treated exactly as anyone else. He does understand the situation in Idaho, which was not about Mormonism. McLain W. Davis’s claims regarding polygamy among Mormons in Idaho were investigated and found baseless.

Kermit Roosevelt tells President Roosevelt what he is reading and how the weather has been recently. He asks whether the Ute braves finally came to Roosevelt and if Roosevelt has sent the “Tartar tribe” back to Utah. Roosevelt mentions that he requested papers regarding the “Brownsville discharge affair” from William Loeb, as Barclay is debating on it and he has been working hard with him, although he belongs to the opposite camp. He asks if President Roosevelt thinks he will get “those two big battleships of the dreadnought class” that he has asked for.

Secretary of the Interior Hitchcock writes President Roosevelt with his advice on the complicated matter of withdrawing coal lands. On Roosevelt’s direction, the Department of the Interior and the General Land Office began surveying and drafting a list of townships that contained rich coal lands with the intention of withdrawing them from homestead exemptions, and the Department is working quickly to wire all of Roosevelt’s orders to appropriate land offices around the country. However, it is apparent that oil industry men can use many loopholes to obtain the land.

Theodore Roosevelt writes his son Kermit to say that if America enters the war against Germany, Seth Bullock will put Kermit in as captain and Ted and Archie will also become officers. Roosevelt says unless there is a change, he will not be able to support either of the political parties next year. He closes by describing his trip to the Panama-Pacific Exposition in California.
