Assistant Secretary of the Navy Roosevelt regrets he cannot accept Captain Cooper’s invitation to the race. Roosevelt is busy at work and has to travel to the Naval War College and Boston the following week, but would like to visit Annapolis soon. Roosevelt is pleased with what Cooper said about Cadet Hand.
