Acting Secretary of War Oliver informs President Roosevelt that he agrees with Secretary of War William H. Taft’s prior recommendation that Colonel Charles H. Whipple should be promoted to Paymaster-General after current Paymaster-General Culver C. Sniffen retires. Major Elijah Walker Halford had also been up for consideration, but was ultimately rejected by Taft as he had been too ill to fulfill his duties.

Because of doubts regarding the Army’s capabilities in the Philippines, President Roosevelt has ordered that all construction on the proposed naval base at Subic Bay be halted until proper study is made into whether the Bay can be properly defended by land. If Subic Bay is not sufficiently defensible, the Joint Board is to give further consideration towards using Manila Bay as the location for the base.

Acting Secretary of War Oliver forwards a telegram to President Roosevelt that he received from Secretary of War William H. Taft asking when the first expedition can sail to Cuba. Taft recommends that Benjamin F. Baker be sent as Chief Quartermaster because of his experience in the region. Oliver notes that preparatory orders were given to commanding officers and asks if notices should be issued for the movement of troops.
