Letter from David Jayne Hill to George B. Cortelyou
First Assistant Secretary of State Hill asks presidential secretary George B. Cortelyou to tell President Roosevelt that he has received a telegram from Secretary of State John Hay, who has been kept in New York for longer than expected. Hay says that there is no need to write him, as the government should not assume responsibility for the matter regarding “Mr. S.”
