In compliance with a letter he received from the President’s secretary, Secretary of War Taft sends President Roosevelt a letter from James F. J. Archibald that relates to the submarine defense of the Pacific Coast and Hawaiian islands, and reports from General Arthur Murray, the Chief of Artillery, and General William W. Wotherspoon, Acting Chief of the Army Third Division, General Staff.

After further reviewing Secretary of War Wright’s letter about Captain John H. Parker’s report on machine gun services, and discussing the matter further with General James Franklin Bell, President Roosevelt has two suggestions. He would like to have Parker’s regulations reviewed by the General Staff. Roosevelt also suggests assigning two guns for each battalion. Attached memorandums detail the creation of machine gun units and battalions.

President Roosevelt explains to Wyoming Senator Warren the reasons he nominated Lieutenant Colonel Wotherspoon to be Brigadier General. He explains that Wotherspoon is actually behind the date he would have received his promotion if lineal promotions had prevailed. Wotherspoon has also efficiently served in many officer positions and has received high recommendations throughout his years of service. Even though there were others ahead of him, Roosevelt thinks the best officers are appointed on merit rather than just seniority.

President Roosevelt agrees that William W. Wotherspoon is “a very fine fellow,” but as he is only a lieutenant colonel, Roosevelt does not think he would be justified in jumping him to a brigadier generalship. He tells Captain Wainwright, of the General Board of the Navy Department, that Secretary of War William H. Taft agrees on both points.

Letter from Leonard Wood to George F. Elliott

While General Wood believes that the conversation he had with President Roosevelt was personal, he understands General Elliott’s interest in the subject matter, and clarifies the situation for him. Roosevelt did not ask Wood to use his influence to have the Marine Corps merged into the Army, but asked him to prepare his views on the matter should the opportunity arise. Roosevelt favors such a merger, as does Wood. Wood spoke with Colonel Frank L. Denny and Lieutenant Colonel Charles Laurie McCawley to get their opinions on the subject if such a transfer were going to happen, and Wood presented only his personal views on the matter.

Report from the General Board of the Navy concerning the advantages of Subig Bay as a naval base

Secretary of War Wright submits to President Roosevelt a report from Chief of Staff General James Franklin Bell regarding the advisability of constructing and staffing defenses in Subig Bay. Bell cites maps and reports from the Japanese siege of Port Arthur. He suggests that it would be too costly and not feasible to put the main defenses there, in the event of a similar siege by Japan.

Secretary of War Taft gives President Roosevelt a review of the various vacancies and those appointed to fill them. He approves appointing Colonel Charles S. Smith to brigadier general based on his experience with coastal defense. However, he does not endorse the similar appointment of Colonel Medorem Crawford, describing him as a “humdrum, mediocre officer.”
