Letter from Theodore Roosevelt to William H. Taft

William H. Taft’s eventual appointment as Secretary of War has unexpectedly been made public due to some of outgoing Secretary of War Elihu Root’s business arrangements. Luke E. Wright will become Governor General of the Philippines, Henry C. Ide will become Vice-Governor, and Beekman Winthrop will be the new commissioner. There has been a “hysterical howl” from much of the public and the Grand Army of the Republic over the fact that the retirement letter sent by Root to General Nelson Appleton Miles did not single Miles out for praise. Roosevelt finds the situation very odd.

Letter from J. J. Jusserand to Theodore Roosevelt

Ambassador Jusserand sends Theodore Roosevelt Christmas wishes and hopes for his continued safety. He informs Roosevelt of his election to the French Academy of Moral and Political Sciences on his own merits, with no opposing votes. Jusserand shares an incident of a mother cat saving her kitten from a caged tiger. Roosevelt’s letter was delightful and complemented his articles in Scribner’s Magazine, which everyone follows with interest. He does not have much to comment on regarding internal politics other than that he deplores the quarrel between Gifford Pinchot and Secretary of the Interior Richard Achilles Ballinger. Jusserand updates Roosevelt on several of their friends. Ambassador to France Robert Bacon was recently injured in a fall from his horse before leaving for his assignment. A letter “full of pleasant chattering” from Justice Alford Cooley hints at a possible improvement in health. Secretary of the Navy George von Lengerke Meyer and Assistant Secretary of the Navy Beekman Winthrop are trying to capture Jose Santos Zelaya in Nicaragua. While Henry Cabot Lodge and Anna Cabot Mills Davis Lodge are in good physical health, they still mourn for their son George “Bay” Cabot Lodge, especially on Christmas. Jusserand includes a newspaper clipping on Roosevelt’s election to the Academy and part of a political cartoon featuring Roosevelt.

Governor of Puerto Rico Post sends President Roosevelt details regarding the performance of Francisco de Paula Acuña Paniagua in his role as Director of the Department of Health, Charities, and Correction of Puerto Rico. Post lists the reasons he wishes Acuña to be removed, and proposes a method to effect the change via telegram rather than wait weeks for the mails. Post also believes Herminio Díaz Navarro, a member of the Executive Council, should be removed due to his continued work as a lawyer in private practice.

Telegram from William H. Taft to Theodore Roosevelt

Secretary of War Taft believes that Charles E. Magoon is the best man to be in charge of the situation in Cuba but is afraid that he is too much needed in the Philippines and that they would not be able to spare him. Meanwhile, Beekman Winthrop is on his way to the island via the USS Denver, but if President Roosevelt does not agree on that course of action, Taft is ready to recall the Denver. Taft states that American troops are not in Cuba to battle the insurgents and that they are only there on a peace-keeping mission. The next few days are critical and he will continue to send updates.

Letter from Charles E. Magoon to Elihu Root

Charles Edward Magoon writes to Secretary of State Root regarding recommendations for successors to his positions in Panama, since he will be transferred to the Philippines. He recommends Colonel William Crawford Gorgas for governor and commissioner and William F. Sands for minister. Given the circumstances of Panama, he believes that Gorgas should be given the dual appointment of governor and minister. However, if the positions are separated he recommends Sands. Magoon wishes to return to the United States prior to his transfer in order to handle his personal affairs and confer on his next position.

Secretary of War Taft encloses a telegram from Governor Winthrop of Puerto Rico discussing the performance of Judge Charles F. McKenna who has “turned out badly.” Winthrop has received telegrams that accuse McKenna of soliciting and accepting loans from litigants. Taft encloses another telegram which states that McKenna will resign his judgeship effective June 15, and he mentions that Winthrop would like to be heard before a new judge is appointed.

Lyman Abbott tells President Roosevelt about his visit to Puerto Rico. He compliments the work that Governor Beekman Winthrop and his wife are doing. Abbott visited schools guided by the Assistant Superintendent, Everett W. Lord. Abbott was favorably impressed with Lord’s ideas on education for Puerto Rico. He suggests that if the current superintendent, Roland P. Falkner, is about to resign, Roosevelt check Lord’s record and consider appointing him Superintendent of Education. Winthrop, Regis Henri Post, and Lord all agree that federal aid to education in Puerto Rico is important.
