President Roosevelt returns letters and telegrams to Attorney General Bonaparte. Roosevelt asks Bonaparte to consult with Supreme Court Justice Edward Douglass White and Judge Waller Thomas Burns about appointing a special counsel to investigate the violation of neutrality incidents on the border with Mexico. Roosevelt wants to assure the Mexican government that something will be done at once and does not want to wait for reports from secret service agents. Roosevelt asks about the status of the whiskey cases.

Senator Lodge tells President Roosevelt he believes it is a wise policy to hold off on general seizures of blended whiskeys before a test case of the new Pure Food and Drug Act as applied to blended whiskey works its way through the courts. Lodge believes Assistant Secretary of State Huntington Wilson approves, and knows that Secretary of Agriculture James Wilson has already applied this policy to other products.

Senator Lodge is glad President Roosevelt approves of his statements at Malden and that they agree on Clifford Anderson Lanier’s comments. Louis Curtis recently expressed a positive outlook on Secretary of the Treasury George B. Cortelyou’s policies regarding stock speculation. Lodge touches on the difficulty with Henry K. Daugherty, the whiskey blenders, and the Standard Oil letters before discussing his feelings on Roosevelt’s term of office. Although he feels Roosevelt must stick to his word, Lodge wishes Roosevelt could run again and continue his service to the country. Lodge assesses support for Secretary of War William H. Taft, especially in relation to Governor Charles Evans Hughes.
