Notes are included regarding the commission of each fleet and planned replacements, repairs, and additions to the Atlantic Fleet.

Admiral Robley D. Evans gives Chief of the Bureau of Navigation Rear Admiral Brownson his thoughts on routeing the Atlantic Fleet. He is primarily concerned about how other nations will view the Fleet’s maneuvers, and the season the fleet will be passing through the Straits of Magellan.

Assistant Secretary of the Navy Newberry writes Secretary of the Navy Bonaparte about a candidate for office. Newberry told the candidate that he would receive serious consideration with Bonaparte. The candidate is not named in the letter, but Newberry is likely referring to Eustace Barron Rogers for the position of Paymaster-General. Newberry adds that he completed inspection of two of the armored cruisers, the battleship Virginia, the Torpedo Station, and the Training Station. He will also send the Dolphin to New York for repairs.

Acting Secretary of the Navy Converse informs President Roosevelt which ships are en route. Additionally, Acting Secretary of State Robert Bacon and Secretary of War William H. Taft have dispatched USS Dixie to Cienfuegos, Cuba.
