President Roosevelt has learned that the Army Corps of Engineers has been compiling a report on the waterways project from St. Louis to the Gulf of Mexico. He instructs Secretary of War Wright that no such report should be made public before it is submitted to the Waterways Commission and receives Roosevelt’s authorization.

President Roosevelt informs the United States War Department that a bill, recently submitted by Senator Francis G. Newlands, will likely require a report by the War Department. President Roosevelt asks that the bill not be sent to General Alexander Mackenzie, of the Army Corps of Engineers, but is rather sent to him directly, as Mackenzie does not agree with the policies of the Waterways Commission. Roosevelt will confer with Secretary of War William H. Taft and direct what the answer to the bill should be.

Peter A. Porter wants to be appointed to the National Waterways Commission. He is knowledgeable on the questions likely to arise, especially regarding Niagara Falls. Porter asks Theodore Roosevelt to speak on his behalf.

Rear Admiral Sperry responds to President Roosevelt’s intent to send an official letter of praise to the Navy Department regarding Sperry’s command of the Great White Fleet. Sperry suggests including additional highlights of his career, such as his contribution to the discussion of maritime law at the second Hague Peace Conference in 1907. Sperry expresses a desire to retire from his commander duties and be appointed to an internal waterways commission.

Chief Forester Gifford Pinchot expresses confidence in the work of the Waterways Commission. He also tells President Theodore Roosevelt that his friend, Wallace D. Simmons, has a “very remarkable” polo pony which he would like to give to the President’s sons providing that if the time comes that the pony is no longer wanted, it is to be returned to Simmons.
