Letter from Henry Martyn Hoyt to Theodore Roosevelt

Henry Martyn Hoyt responds to a request from President Roosevelt for legal advice concerning Japan’s request to lay a cable from Yokohama, Japan, to Guam. Because of Japan’s conflict with Russia, its telegraphic communications with other nations have been suspended. Hoyt discusses whether it would be seen as “hostility” toward Russia if the United States, as a neutral nation, grants Japan’s request. From a legal standpoint, he sees no reason why the U.S. should not grant the request.

Caption: “Whatever of wrong there is, is not the fault of the Corporation, but of the officials in charge of it. And for the individual committing the offense there should be punishment.”–Alton B. Uncle Sam stands next to a cannon labeled “Dept. of Justice” that is shooting at a floating target labeled, from the outer rim to bull’s-eye, “Scapegoats and Dummies, Appraisers, Inspectors, and Weighers, Trust Supt. and Managers, Corrupt Civil Service Officials, Sugar Trust Directors, [and] High Govt. Officers.” The target has two holes on the bottom. Uncle Sam is telling the shooter to “aim higher.”
