Attorney General Moody writes to President Roosevelt regarding District Attorney Morgan H. Beach’s investigation into the Department of Agriculture. Moody shares a report from Beach in which he writes that Secretary of Agriculture James Wilson is making the investigation difficult by not cooperating with John Hyde, who he appointed to assist in the investigation. Moody trusts Wilson and does not believe that any action should be taken yet, but wanted to inform Roosevelt.

This brief biography of Gifford Pinchot recounts his accomplishments as first Chief of the United States Forest Service, as well as later in life. Pinchot participated heavily in Theodore Roosevelt’s Progressive Party, and was later elected Governor of Pennsylvania in 1922 and 1930 as a Republican. Pinchot helped found many associations focused on forestry and conservation, and was additionally a founder of the Roosevelt Memorial Association.

Dr. Wiley’s scalp demanded of Taft

Attorney General George W. Wickersham and a committee on personnel of the Department of Agriculture have recommended to President William H. Taft that Dr. Harvey Washington Wiley “be permitted to resign” from his post as pure food expert and chief of the Bureau of Chemistry. An investigation found that Wiley hired Dr. Henry Hurd Rusby at an improper rate. Wiley and Dr. W. D. Bigelow, assistant chief of the Bureau of Chemistry, should resign, and Rusby should be dismissed.

Letter from Horace Curzon Plunkett to Theodore Roosevelt

Sir Horace Curzon Plunkett sends President Roosevelt a confidential letter containing some suggestions relating to the coordination of the Federal and State Departments of Agriculture that he suggested. Plunkett believes such cooperation would be welcomed by interested parties both within the United States and in Europe, where some departments take advantage of the publications produced by the Department of Agriculture. He suggests Roosevelt invite the various states to send delegates to a national conference held by the Department of Agriculture to help spur this cooperation. He suggests that the experience of the Irish Department of Agriculture and Technical Instruction may be of use to Roosevelt, and proposes to bring the chief officer of the department with him when he visits the United States in the upcoming fall.

Letter from Henry Martyn Hoyt to Theodore Roosevelt

As per Attorney General Moody’s suggestion, Acting Attorney General Hoyt takes the matter of Jasper Wilson up directly with President Roosevelt. He clearly states that he does not know anything discrediting Jasper Wilson, and the suggestions to his disadvantage are merely unfounded rumors. However, he finds that Jasper “surrounds his father (Secretary of Agriculture James Wilson) with an anxious degree of surveillance and intervention” beyond that of a concerned son. Hoyt updates Roosevelt on the situation. Morgan H. Beach, special assistant to the Attorney General, will shortly call Secretary Wilson and Jasper Wilson before the Grand Jury, after which they will supposedly tour the forest reserves. It is a delicate matter, and no one wants to do Jasper any personal injustice, but it is best to study the Department of Agriculture situation during his absence. The sudden departure of John Hyde, statistician for the Department of Agriculture, is suspicious, and his escape is frustrating. Assistant Secretary of Agriculture W. M. Hays is ready to take charge if needed.

Letter from Frederick Erskine Olmsted to David Starr Jordan

District Forester Olmsted asks Stanford University President Jordan his opinion on the proposed elimination of the Pinnacles Division of the Monterey National Forest. Olmsted presents facts relating to the issue, including the opinions of the Secretaries of the Departments of the Interior and Agriculture, as well as quotes from a letter by Forest Supervisor Raymond Tyler on the reasons supporting the removal. Olmsted agrees that it seems unwise to spend public funds on the Pinnacles Division as a National Forest, although he acknowledges that its removal may also remove the Game Preserve that is currently in place.
