William N. Tilchin thanks Shirley Hudders and Marie Hewett for their many years of service in compiling indexes for the Theodore Roosevelt Association Journal, and he notes that with their retirement he is in search of new indexers. Tilchin also comments on the death of former Secretary of State George P. Schultz, and he classifies Schultz as a “Rooseveltian statesman.” Tilchin recalls interviewing Schultz for a research project in 2000.

President Roosevelt requests that Secretary of State Root address the extradition “of certain alleged political offenders” to Russia. Currently, he is not pleased with the campaign, especially with the revival of the liquor agitation. Additionally, he feels that the Republican National Committee is not well handled. Given William H. Taft’s record and personality, Roosevelt cannot understand why Taft is not more popular. He is still convinced that New York Governor Charles Evans Hughes should be renominated.

Letter from Theodore Roosevelt to Theo. A. Bingham

President Roosevelt encloses a report to General Bingham, New York Police Commissioner. The New York Police Department is irritated with the Department of Commerce and Labor for supposed failure to cooperate. The State Department is upset with the New York Police Department for supposed laxness in criminal arrests in Central America. Roosevelt acknowledges such disputes occur between governmental departments and does not doubt there will be improvements.

President Roosevelt thanks Ambassador Reid for keeping him updated on personal matters in the midst of his other work. He specifically mentions learning about George Macaulay Trevelyan from Algernon Charles Swinburne’s work, Songs Before Sunrise. Roosevelt is concerned about Secretary of State Elihu Root and believes turning smaller matters over to Assistant Secretary Robert Bacon has helped. Roosevelt is interested in Root’s and Reid’s opinions on British administration of Newfoundland.

Letter from Theodore Roosevelt to Department of State

President Roosevelt directs the Department of State to refer to the concluding part of his letter of April 10 regarding documentation of the incident with Governor of Jamaica James Alexander Swettenham. Roosevelt instructs that the reports from those involved, including Admiral Robley D. Evans, Rear Admiral C. H. Davis, Father Mathew Carlin Gleeson, the ship surgeon, and all officers, be readied for publication. At some point, the affair “may see the light,” in Great Britain, and Roosevelt wants “immediately to produce our whole case in answer.”

Letter from William Loeb to Alvey A. Adee

William Loeb requests that Second Assistant Secretary of State Adee read the enclosed letter and discreetly tell Minister Carlos C. Arosemena that communications of that type must be sent through the Department of State. Regardless, however, it is embarrassing to receive any such request on behalf of citizens of Washington “who come within certain rules that it has been found necessary to adopt in connection with social functions at the White House.”
