President Roosevelt sends Speaker of the House Cannon a copy of a telegram from Connecticut Senator Orville Hitchcock Platt discussing reducing the Philippine tariff to 50 percent. Roosevelt wants the House of Representatives to support this reduction and does not believe there will be “serious opposition” from the cigar and tobacco industry.

Letter from William H. Taft to Theodore Roosevelt

Secretary of War Taft informs President Roosevelt that he has received a letter from Henry Scanlan Kerr through Taft’s brother, Henry W. Taft. Kerr’s letter is about his conversation with William Jennings Bryan while they were in the Philippines; Bryan adheres to the Jefferson model while Kerr adheres to the Hamilton one. Taft asks Roosevelt to discuss with Kerr his views on the Philippines and his desire to prevent a “Democratic House now or a Democratic Administration in two years.” Henry Taft has written to J. S. Sherman to introduce Kerr who would like to be useful in the present Congressional campaign.

Letter from Gifford Pinchot to Theodore Roosevelt

Gifford Pinchot sends Theodore Roosevelt an open letter to Woodrow Wilson on the waterpower situation. The White House told the press that the letter was not timely, so it has been given little attention. Pinchot would like Roosevelt to use the letter in a speech, perhaps calling attention to the importance of water powers in the production of munitions. Pinchot feels that he and Roosevelt must actively fight the Wilson administration’s actions on conservation or “these men are going to tear big holes in the policy which you established.”

Letter from Gifford Pinchot to Theodore Roosevelt

Charles Simon Barrett helped pass the amendment in the Senate, but could not get it passed in the House. Barrett thinks the amendment could have passed in the House if he had more notice. Barrett and Gifford Pinchot will travel through the south and urge farmers to grow more food. Pinchot has applied with Herbert Hoover for a position on the Food Committee.
