President Roosevelt informs Secretary of War Taft he wants to appoint Governor of the Arizona territory Alexander O. Brodie to one of the places Congress is attempting to abolish before the law goes into effect. If necessary, Colonel John Tweedale may need to be retired so that Brodie can take his place.

President Roosevelt encloses a letter on behalf of Edward S. Fowler. If there is a vacancy in Major John C. Tweedale’s place, Captain Henry A. Barber should be promoted and retired. Then Fowler can be appointed.

There is no vacancy where Captain Barber could be appointed with the rank of major. The first vacancy will be Assistant Chief of the Record and Pension Office on June 10, 1905. If President Roosevelt remains in office he would be pleased to make Barber a major and retire him if he could no longer serve. If Barber can make an arrangement with the current office holder, Major John Tweedale, Roosevelt could make the promotion before his current term ends.
