Cullom writes that the Committee on Foreign Relations does not want to concern itself with the matter of a treaty to be worked out between the Dominican Republic and the United States at the present time. The issue would require a great deal of discussion which would require them to stay in session longer. Cullom will bring it up immediately in the extra session.

Louisiana instructs its senators on the treaty

Public opinion in the South supports the ratification of the Panama treaty and the Louisiana legislature has instructed its senators, Murphy J. Foster and Samuel Douglas McEnery, to vote for the treaty. The public widely supports the treaty and the isthmian canal but many Democrats, led by Maryland Senator Arthur P. Gorman, are opposing the treaty in an effort to gain political capital.
