Chairman Knapp of the Interstate Commerce Commission is responding to inaccurate reports pertaining to a speech he gave at the Cooper Union that dealt with trusts. Knapp argued that some trusts had obtained illegal rates for shipping against the law and indicated his approval of the laws.
