Speech at the Union League Club against report of Committee on Political Reform

Theodore Roosevelt explains why he cannot agree with the report given by the Committee on Political Reform for the Union League. He does agree taxes should be removed from tobacco and sugar, but not alcohol. He also speaks about building up America’s naval defenses. Roosevelt goes on to find numerous faults with President Cleveland’s administration.

President Roosevelt updates his son, Kermit, on the delayed rubber-soled shoe order. Kermit should receive the shoes soon. Roosevelt is currently very busy. He enjoyed shooting the double-barreled 450 rifle, but disagrees with the manufacturer’s maintenance instructions. He has given directions about the pipe tobacco, and reports that the pigskin library for the trip is “well under way.”

Letter from Theodore Roosevelt to Charles J. Bonaparte

President Roosevelt forwards to Attorney General Bonaparte the Interstate Commerce Commission’s report, letters, and a map on the Edward Henry Harriman matter. He suggests that Bonaparte publish the report at the same time he announces the law suit. In a postscript dated July 11, Roosevelt responds to a letter he received from Bonaparte in the meantime. He expects to be “in an awful row” regarding Ulysses S. Bratton. He discusses the timing of Alexander McDonald McBlair’s and Mary Tayloe Key’s marriage, as it relates to McBlair’s responsibilities in the Oregon land fraud cases. He praises Bonaparte’s handling of the tobacco case. Finally, he alerts Bonaparte that Senator William Peters Hepburn wants to speak with him.

Theodore Roosevelt has carefully considered Acting Secretary of the Treasury Horace Adolphus Taylor’s memo on the hearing held at the Treasury Department in reference to the matter of stamps for imported tobacco. Roosevelt believes that Taylor should decline to hear the appeal to the case. The Treasury Department has jurisdiction on the subject.

Responding to a request from Senator Allison, the author provides a report on how government revenues might be affected by a bill to allow the sale of natural leaf tobacco. He responds to two objections to the bill and argues that these have been addressed at length by the Ways and Means Committee and the House, before the bill came to Senator Allison’s committee.

Governor General of the Philippines Taft writes to Secretary of War Root about the tariff bill that is currently in the Senate. Taft asserts the necessity of passing the bill, as the situation in the Philippines is serious, especially regarding the sugar and tobacco industries. All political parties in the Philippines are petitioning for the bill, and if it fails it will be very discouraging.

Letter from Theodore Roosevelt to George B. Cortelyou

President Roosevelt is ready to make a counter-attack against the Democratic Party. Roosevelt is especially frustrated by Alton B. Parker’s plea about the common law being sufficient. According to Roosevelt, Parker will not use the federal powers of the U.S. to take a firm stand against the trusts. Roosevelt suggests to George B. Cortelyou that they should have people at party headquarters who can “receive all people and talk to them pleasantly.”

Tammany throws away its “butt,” and the monopoly bootblack picks it up

Benjamin F. Butler is a shoe shiner with his kit, stooping to pick up a smoldering cigar butt labeled “Grady” that John Kelly, on the left, has discarded. They are on a sidewalk in front of the “Tamma[ny] Ciga[r] Stor[e]” where there is a sign posted on the building that states “Cleveland Cigars – New and Popular Brand” with a cigar store Indian figure at the door.

Letter from Earl Grey to Theodore Roosevelt

Earl Grey is traveling across southern Africa and finds that tensions remain strained between Briton and Boer, especially in Cape Colony. He mentions that Dr. Parkin will be visiting the U.S. in regard to the new Rhodes Scholarships. He also requests President Roosevelt’s support for the American Episcopal Methodist Mission in Rhodesia. The mission has received a large land donation from Cecil Rhodes and is sending a young American back to the United States to examine the latest tobacco growing techniques and processes. As a postscript, Grey mentions that he found Dr. Jameson reading Roosevelt’s The Strenuous Life in preparation for a speech. Original and typed copy.
