Michael J. Horan, Chairman of the Taxpayers’ Convention Committee, encloses a circular to show Theodore Roosevelt that many taxpayers have grievances. If Roosevelt agrees that a $210 million budget cannot be justified and that people have reason to complain, Horan and the convention would be honored to hear from Roosevelt about this.
