He thinks that reactionaries hope to use politicians like New York Governor Charles Evans Hughes, Speaker of the House Joseph Gurney Cannon, or Senator Philander C. Knox to enact their own agendas, but Roosevelt believes all of these men would be loyal to the nation’s interests. Roosevelt still feels that Secretary of War William H. Taft is the best man for the presidency, though he is not very concerned about the matter now.

James Sullivan Clarkson, Surveyor of Customs for the Port of New York, sends Acting Secretary of Commerce and Labor Herbert Knox Smith’s letters about children’s rights to life preservers to William Loeb. He also sends a report of the violations of the navigation laws in the Port of New York. To prevent future occurrences, Clarkson believes all violators need to be “properly disciplined” and not treated with leniency, as has hitherto been the case.

President Roosevelt evaluates the conflict between Representative Parsons and Representative Jacob Van Vechten Olcott, who have both declared their candidacy for chairman of the County Committee in New York. Although Roosevelt knows that both men are independent, the public perceives them as being representatives of opposing factions within the state Republican party. If Parsons issues a statement declaring his independence from both Benjamin B. Odell and Senator Thomas Collier Platt, Roosevelt will advise Olcott to withdraw from the race.
