Letter from Theodore Roosevelt to Department of the Navy
Because Hilary A. Herbert and Herbert J. Hirshinger were appointed to the Marine Corps without examination, President Roosevelt directs the Department of the Navy to appoint Howard W. Stone in the same manner. General George F. Elliott believes he is fit to be appointed.
