Representative Fassett is concerned about the presence of Japanese workers onboard the battleships of the Great White Fleet, suggesting that they are probably “expert naval people” who are a danger to the officers on the ships. He suggests that there might be damaging “accidents.” Fassett believes that the officers can do without helpers on the ship.

The Russian Bear plays a fiddle labeled “Politics.” Around its waist is a belt with papers labeled “French Military Secrets” tucked behind. A cord extending from its right wrist is connected to a restraint labeled “Treaty” around the neck of a dancing soldier labeled “France.” The French soldier may refer to (and looks somewhat like) Ferdinand W. Esterhazy who was involved in the Dreyfus Affair and the sale of military secrets to Germany.

Former president Grover Cleveland and his wife Frances play with their children, Ruth, Esther, and Marion, in the backyard of their residence. Several men labeled “Morgan, Daniel, Pugh, Faulkner, Vest, Dana, [and] Gorman” spy on them from behind a fence, bushes, and over a hedge.

Nicholas II and General Obruchev look over a “War Map” spread on a table, with “Russia” on one side, “England” on the other, and “Afghanistan” between them.
