Root should obtain the War Department papers on the subject and speak with Sparks about any steps he needs to take for further action on the part of the federal government.

President Roosevelt introduces Public Printer Charles A. Stillings to William U. Mackey, the former mayor of Carson City, Nevada. Mackey will show him a letter from Nevada governor John Sparks. Roosevelt does not know about Mackey’s merits as a printer, but he has a good reputation in Nevada and treated Roosevelt well when he was in Carson City. Roosevelt would like Stillings to let him know if it is possible to give him a promotion and permanent appointment.

Letter from Sam P. Davis to William Loeb

Sam P. Davis acknowledges the recent letter from William Loeb stating that President Roosevelt would be unable to attend the unveiling of a statue of John William Mackay. He had not mentioned the prospective invitation to anyone, so there will not be any criticism of his inability to attend. Davis says that someday when Roosevelt is out of the White House, he and Governor Sparks of Nevada will try to give him a chance to hunt grizzly bears. Many people in Nevada commend Roosevelt’s stance on the Moyer, Haywood, and Pettibone cases, and Davis says that they have recently been having trouble with the Industrial Workers of the World (I.W.W.), who sympathize with the three men. Davis encloses newspaper articles giving an idea of the situation in Nevada.

William J. Arkell introduces William G. Tiffany to President Roosevelt, and vouches for his character. Tiffany wishes to get water from Walker Lake in Nevada for Tonopah and Goldfield, but needs consent from President Roosevelt and Secretary of the Interior Ethan Allen Hitchcock. Arkell mentions that Governor John Sparks of Nevada is also anxious for this to occur, and believes that although Sparks is a Democrat, granting this would bring benefits to Roosevelt.
