Gustavus M. Middleton reminds Theodore Roosevelt he sent Roosevelt a pamphlet titled Sketches of South Carolina. Middleton also recently published an article on the Civil War in the Charleston News and Courier, and received a letter from Roosevelt. The letter and pamphlet were both sent to John Douglas Sutherland Campbell, Duke of Argyll and Middleton would now like to send the Duke a good description of the White House, if Roosevelt can point him in the right direction.

Editorial written by Francis Warrington Dawson and published April 22, 1880 in the Charleston News and Courier has been copied. Dawson writes of the conditions on the sea islands of South Carolina as planters have been working to restore the lands. The people of the sea islands reportedly live peacefully and prosperously together, despite Freed people outnumbering White farmers. Dawson states that the “Southern problem” has been solved.

The editorial writer claims that northern newspapers have not presented an accurate account of suffrage in the South. The article discusses how the requirements for voting registration will “disfranchise only the ignorant and the thriftless negroes.” The author notes that there may be some areas where black citizens meeting these qualifications are still refused the vote. He argues that “the remedy for this condition…is not the repeal of the Constitution, but the just and equable enforcement of the Constitution.”

President Roosevelt has spoken to Secretary of Commerce and Labor Straus about the labor decision in South Carolina. Many people believe the decision will not stop the importing of cheap contract labor in the southern states, which will, in turn, damage laborers in the north. Roosevelt would like to consult with U.S. Commissioner of Labor Charles Patrick Neill about the views of the labor people so he can be prepared with the facts if the administration is called to take action.

August Belmont heard from Douglas Robinson that President Roosevelt would like to speak with him. Belmont is happy to meet with Roosevelt on his way down to South Carolina, where Belmont will spend the holidays. Belmont also congratulates Roosevelt on winning the Nobel Peace Prize, and hopes to speak with Roosevelt about some “permanent method of cooperation” between Roosevelt’s prize fund and the National Civic Federation.

Lyman Abbott returns to President Roosevelt a letter by Judge Jacob Trieber which described the positive actions of some white Southerners towards black Southerners. Abbott expresses his desire to see such news shared with Northerners. Abbott also mentions the delay in confirming the appointment of a black man, William Demos Crum.
