Theodore Roosevelt previously helped Charles Buckley by sending him a sum of $25, but Buckley now asks Roosevelt for help again. He is in very bad health, and is involved in court proceedings. He cites his history as an honorable soldier, and hopes Roosevelt can help him for the sake of his children.

Knowing the Yellowstone stagecoach robberies will be highly publicized, Superintendent of Yellowstone National Park S. B. M. Young wants President Roosevelt to hear the details from him. Young enumerates the events preceding and following the robberies, including the park’s soldiers’ failure to respond. Young cannot remain superintendent where his authority is ignored, and he is powerless to enforce rules. He fears for the park’s welfare if it is continued to be used as a military reservation.

John Allison describes his military career to President Roosevelt and concludes that he cannot accept the Vicksburg Park Commission, as he did not serve there. However, he would like to be appointed to a commission he can legally accept. Allison also offers his view on how Secretary of War William H. Taft might unite the Tennessee Republican Party after he secures the nomination for president.

Commander Sims writes to President Roosevelt with the results of the long-range firing tests completed by the Atlantic Fleet. After his updates over the years on their great progress in gunnery training, Sims now reports that the battle firing system has proven to be satisfactory. He describes the tests conducted, the control system, and the outcomes for each ship. The fire-control officers, although rattled by stress at first, performed very well by the end.

Thomas H. Barry recommends replacing military attache to London, John H. Beacom, with Sydney A. Cloman. Beacom is a year away from completing his three year appointment as attache. Barry has known Cloman since he graduated from West Point and joined his regiment in 1887. He highly recommends him for the position.

Booker T. Washington writes to Christopher J. Perry about Perry’s recent editorial about President Roosevelt and the Atlanta race riot. Washington defends Roosevelt’s lack of federal action in favor of local and state authorities handling the matter, which has raised public conscience and a closer relationship between the whites and the colored people that exists no where else in the South.

Corbin tells Colonel Vrooman that he is “more than sorry” that he is unable to attend the dinner in honor of Mills.

President Roosevelt asks Secretary of War Taft to pass along his thanks to the United States Army on behalf of the nation. Roosevelt compliments the Army’s swift actions during the recent earthquakes and fires in San Francisco. He also states that the Army was instrumental in responding to the Mississippi River floods, the Galveston hurricane, and the crisis in Alaska, and that the best men compose its ranks.
