President Roosevelt agrees with Secretary of War Taft that Culver C. Sniffen should be appointed Paymaster General and asks Taft to notify General Fred C. Ainsworth. He approves of Taft’s proposed travel arrangements for the Panama trip and is “extremely pleased” that Taft sent his speech to the Maine Committee to be reviewed by Speaker of the House Joseph Gurney Cannon or Representative Charles E. Littlefield. He sympathizes with Helen Herron Taft’s views of William Jennings Bryan. In a postscript, Roosevelt advices sending men to Cuba at once as “we cannot afford to neglect any chance of learning the situation down there.”

Acting Secretary of War Oliver informs President Roosevelt that he agrees with Secretary of War William H. Taft’s prior recommendation that Colonel Charles H. Whipple should be promoted to Paymaster-General after current Paymaster-General Culver C. Sniffen retires. Major Elijah Walker Halford had also been up for consideration, but was ultimately rejected by Taft as he had been too ill to fulfill his duties.

Secretary of War Taft gives President Roosevelt a review of the various vacancies and those appointed to fill them. He approves appointing Colonel Charles S. Smith to brigadier general based on his experience with coastal defense. However, he does not endorse the similar appointment of Colonel Medorem Crawford, describing him as a “humdrum, mediocre officer.”
