President Roosevelt fires a “rapid-firing message gun” from the White House at Speaker of the House Joseph Gurney Cannon as a “third term” animal looks over Roosevelt’s shoulder. Cannon bends over as he is hit with “forest reserves,” “postal bank law,” “anti-injunction,” “executive control,” “power over securities,” and “control of wealth.” The United States Capitol building is in the distance and a “big maul” gavel and “former messages” are on the ground.

Two men struggle to keep a small boat in rough waters from foundering against the “Administration Light,” a lighthouse in the shape of Theodore Roosevelt’s face. The larger man is J. P. “Morgan.” The smaller man, James J. “Hill,” holds a rope in the form of a ticker tape labeled the “New York Stock Market.” In the rough waters are both “undigested securities” and “circuit court decisions.” The flag hoisted on the mast is labeled with a dollar sign.

President Roosevelt asks Milton Dwight Purdy to get in touch with Senator Jonathan P. Dolliver. Dolliver is preparing a bill regarding better oversight of stocks and securities from interstate carriers, and Roosevelt would like Purdy to help Dolliver, or tell him who in the Department of Justice or the Interstate Commerce Commission may be able to assist.

President Roosevelt believes that the federal government should have complete control of the issuance of securities by businesses engaged in interstate commerce. Additionally, he concurs that railroads should not own stock in other railroad companies unless the federal government permits it.

Herbert David Croly sends Theodore Roosevelt a chapter of his biography of Marcus Alonzo Hanna, requesting that Roosevelt read over Croly’s account of the Republican National Convention of 1900. The chapter also contains statements made by Roosevelt during interviews with newspaperman James B. Morrow and letters Roosevelt had written to Hanna, all of which Croly asks Roosevelt to approve. According to Hanna’s son Daniel Rhodes Hanna, Roosevelt could possibly speak to Hanna’s involvement with the Panama Canal. Croly closes by asking about Hanna’s reaction to Roosevelt’s suit against the Northern Securities Company. Croly is open to meeting with Roosevelt at Sagamore Hill if needed.

Ambassador Meyer writes to President Roosevelt regarding Meyer’s discussion of the Russian situation with French official Maurice Rouvier. Meyer mentions that Rouvier is concerned about the impact of the Russian securities downfall on France’s financial situation, yet German official Bernhard Bülow has a more positive outlook. Next, Meyer describes his dinner meeting with Emperor William II who commented on Roosevelt’s cablegram messages, remarks, and stance regarding a tariff and treaty. Meyer then goes into detail about Russian strikes and the potential plans for deploying Russian Cossack troops to help keep things in order.

On the left, money is being counterfeited and is labeled “Low-down and Illegal.” On the right, capitalists on “Wall Street” hold papers labeled “Watered Stock” and “Dividends.” Caption: What is the difference morally between making and circulating valueless paper in the guise of money, and making and circulating valueless paper in the form of securities? Both kinds of counterfeits get real money in exchange for fake; only, one kind gets a few hundreds of dollars, perhaps, and then goes to jail, while the other gets millions, maybe, and says: “Don’t! You’ll destroy confidence,” to anybody who ventures to criticise.

Douglas Robinson has opened an account for President Roosevelt with the Real Estate Trust Company because they have a better coupon policy. He informs Roosevelt that Mr. Gracie has been through Roosevelt’s securities held by Robinson, and Gracie reports that everything is correct and none of the securities are purloined or missing.
