Robert Shaw Oliver wrote to President Roosevelt about why he had not yet accepted Roosevelt’s offer to be nominated as Assistant Secretary of War. Oliver asked when his services were needed because he would require someone else to take over his business responsibilities. Unfortunately, Oliver was the only managing partner working at this time.

Telegram from Benjamin F. Montgomery to  George B. Cortelyou

White House telegrapher Benjamin F. Montgomery forwards a telegram from Acting Secretary of War William Cary Sanger to President Roosevelt, regarding a request from General Nelson Appleton Miles for permission to travel to the Philippines. Roosevelt had first denied such permission, but later, on consultation with Henry Clark Corbin, granted it. Sanger subsequently became aware that Secretary of War Elihu Root had let it be known that he opposes granting permission. Miles has been notified that a final decision will be held until further notice. Sanger awaits the direction of Root and Roosevelt.

Martin Heermance thanks Vice President Roosevelt for his efforts on behalf of Alexander Dallas Bache Smead. Due to his wife’s health, Smead is interested in a commission in the Puerto Rico Regiment. As the appointments are made by the president, Heermance requests that Roosevelt keep Smead in mind the next time he meets with President McKinley.
