President Roosevelt asks Ambassador Sternburg to give the enclosed letter to German Emperor William II. He hopes Sternburg will be able to speak to him in person. The United States would be glad to accept the invitation, but the fleet will not stop at Samoa.

Assistant Secretary of the Navy Roosevelt thanks Frederic Remington for his praise of Roosevelt’s recent speech and hopes his own superiors feel the same way about it. Roosevelt will ask Gibbons about the hurricane in Samoa, and he would like Remington to let him know when he is next in Washington, D.C.

John Callan O’Laughlin passes on a memorandum to President Roosevelt that may assist in the meeting with Japanese Ambassador Kogoro Takahira. In a recent conversation, Takahira asked if Roosevelt had considered an exchange of notes regarding the inclusion of the Pacific in the proposition, similar to the Franco-Japanese agreement. Japan would respect American territorial rights in Hawaii and the Philippines in exchange. O’Laughlin quotes notes delivered from previous Secretary of State John Hay to the Powers and lists the advantages of the assurances the United states would receive from Japan in exchange for the inclusion of the Pacific, as well as the potential objections.

Theodore Roosevelt thanks Mason Mitchell for the tooth-billed pigeon and for Mitchell’s success in getting the Governor of German Samoa to issue an ordinance. Roosevelt also discusses the Uganda elephant foot that was just about the size of Roosevelt’s biggest bull killed at Mount Kenya.
