An old man labeled “Sabbatarian Bigot,” dressed as a Puritan, holds a book labeled “Blue Laws” and stands in front of “Niagara Falls.” A man walking with his wife and child suggests that the old man will be no more successful at stopping Niagara Falls, than he will be at preventing the Pan-American Exposition from opening on Sunday. A nearby sign states “Pan-American open on Sunday by order of Supreme Court.” In the background, hordes of people stream through the open gates to the Exposition.

President Roosevelt encloses a letter from Sabbatarians who are against soldiers and others playing football on Sundays. He would like Secretary of War Taft to quietly look into the matter and report to him. Roosevelt wants to make a decision based on what is best for the enlisted men.

President Roosevelt advises French Ambassador Jusserand to not reply to the “very impertinent” letter he received from the Sabbatarian Society. Roosevelt knows a member of the society to be a “lying blackguard,” and says it is no one’s business why Jusserand met with Roosevelt on a Sunday.
